Wilmont Place Baptist Church is updating our Constitution and By-Laws in two phases. In phase one, we updated our current constitution from business meeting minutes that passed effective changes that should have already modified our constitution. Our goal in phase one was to develop an accurate document that reflected our current faith and practice. In phase two, staff and deacons have endorsed and recommended changes that update our church by introducing best-practices in Baptist ecclesiology and prepare us for the future. The goal of phase two is to introduce changes that we have learned in the last two decades that in some areas give us greater flexibility (in a post-COVID world) and in other areas address cultural shifts in which the church should speak.
The changes below reflect recommendations for Phase 2. These changes have been endorsed by Deacons and ministry staff.

We declare and establish this constitution to preserve and secure the principles of our faith and to govern the body in an orderly manner. This constitution will preserve the liberties of each individual church member and the freedom of action of this body in relation to other churches.

This body shall be known as the Wilmont Place Baptist Church, located at 6440 S. Santa Fe, Oklahoma City, Oklahoma 73139. (By action of the church November 17, 1995 regular Business Session, to change the constitution to read from 245 SE 45, Oklahoma City, Oklahoma 73129, where the church was located until June of 1993).

A. The Scriptures
The Holy Bible was written by men divinely inspired and is God’s revelation of Himself to man. It is a perfect treasure of divine instruction. It has God for its author, salvation for its end, and truth, without any mixture of error, for its matter. Therefore, all Scripture is totally true and trustworthy. It reveals the principles by which God judges us, and therefore is, and will remain to the end of the world, the true center of Christian union, and the supreme standard by which all human conduct, creeds, and religious opinions should be tried. All Scripture is a testimony to Christ, who is Himself the focus of divine revelation. |

In the beginning man was innocent of sin and was endowed by his Creator with freedom of choice. By his free choice man sinned against God and brought sin into the human race. Through the temptation of Satan man transgressed the command of God, and fell from his original innocence whereby his posterity inherit a nature and an environment inclined toward sin. Therefore, as soon as they are capable of moral action, they become transgressors and are under condemnation. Only the grace of God can bring man into His holy fellowship and enable man to fulfill the creative purpose of God. The sacredness of human personality is evident in that God created man in His own image, and in that Christ died for man; therefore, every person of every race possesses full dignity and is worthy of respect and Christian love. |

Each congregation operates under the Lordship of Christ through democratic processes. In such a congregation each member is responsible and accountable to Christ as Lord. Its scriptural officers are pastors and deacons. While both men and women are gifted for service in the church, the office of pastor is limited to men as qualified by Scripture. The New Testament speaks also of the church as the Body of Christ which includes all of the redeemed of all the ages, believers from every tribe, and tongue, and people, and nation. |

It is an act of obedience symbolizing the believer’s faith in a crucified, buried, and risen Saviour, the believer’s death to sin, the burial of the old life, and the resurrection to walk in newness of life in Christ Jesus. It is a testimony to his faith in the final resurrection of the dead. Being a church ordinance, it is prerequisite to the privileges of church membership and to the Lord’s Supper. The Lord’s Supper is a symbolic act of obedience whereby members of the church, through partaking of the bread and the fruit of the vine, memorialize the death of the Redeemer and anticipate His second coming. |

It is the duty of every child of God to seek constantly to win the lost to Christ by verbal witness undergirded by a Christian lifestyle, and by other methods in harmony with the gospel of Christ. |

An adequate system of Christian education is necessary to a complete spiritual program for Christ’s people. In Christian education there should be a proper balance between academic freedom and academic responsibility. Freedom in any orderly relationship of human life is always limited and never absolute. The freedom of a teacher in a Christian school, college, or seminary is limited by the pre-eminence of Jesus Christ, by the authoritative nature of the Scriptures, and by the distinct purpose for which the school exists. |

According to the Scriptures, Christians should contribute of their means cheerfully, regularly, systematically, proportionately, and liberally for the advancement of the Redeemer’s cause on earth. |

Christian unity in the New Testament sense is spiritual harmony and voluntary cooperation for common ends by various groups of Christ’s people. Cooperation is desirable between the various Christian denominations, when the end to be attained is itself justified, and when such cooperation involves no violation of conscience or compromise of loyalty to Christ and His Word as revealed in the New Testament. |

All Christians are under obligation to seek to make the will of Christ supreme in our own lives and in human society. Means and methods used for the improvement of society and the establishment of righteousness among men can be truly and permanently helpful only when they are rooted in the regeneration of the individual by the saving grace of God in Jesus Christ. All such proceedings shall be pervaded by a spirit of Christian kindness and forbearance.

Evangelism training is concerned with reaching all people groups with the gospel regardless of race, gender, age, or ideology; whether local or worldwide; and without regard to political, national, or ethnic identity. The pastor and ministry staff are the church’s primary evangelism facilitators, teaching active church members to go and make disciples of all people.

(3) Woman's Missionary Union shall be the mission education, mission action, and mission support organization of the church for women, young women, girls, and preschool children. Its tasks shall be to teach missions; engage in mission action; support world missions through praying and giving; and provide and interpret information regarding the work of the church and denomination. Woman's Missionary Union shall have such officers and organizations as the program requires.

The church council shall serve the church by leading in planning, coordinating, conducting, and evaluating the ministries and programs of the church and its organizations.
The primary functions of the church council shall be to recommend to the church suggested objectives and church goals; to review and coordinate ministry and program plans recommended by church officers, organizations, and committees; to recommend to the church the use of leadership, calendar time, and other resources according to program priorities; and to evaluate achievements in terms of church objectives and goals. Regular members of the church council shall be the pastor, other church staff members, directors of church program organizations, directors of church program services, chairman of deacons, church officers, and chairmen of church committees. All matters agreed upon by the council which call for action not already approved shall be referred to the church for approval or disapproval. |

A special committee of the church shall develop a church operations manual to include church policies and procedures and organization charts depicting lines of responsibility in the administration of the church. The manual shall be kept in the church office and made available for use there by any member of the church. The church secretary shall maintain the manual. The church council or a special committee shall review the manual at least annually, with the authority to recommend changes for the church to consider. Any church member or church organization may initiate suggested changes in the manual; however, addition, revision, or deletion of church policies requires: (1) the recommendation of the church officer or organization to whose areas of assignment the policy relates, (2) approval by the church.

PREFACE

The purpose of the Church Operations Manual is to provide a point of reference and explanation pertinent to the policies, procedures, organization, and lines of authority and accountability adopted or practiced by the Wilmont Place Baptist Church as provided for in the Church Constitution and Bylaws. All information contained herein shall be classified as either policy or procedure or an appendix thereof and shall be subject to revision or deletion at the Church's pleasure. Additionally, all documents herein shall be dated according to day, month, and year of adoption. A reference number shall be assigned to indicate section and page. For the purpose of definition, policies will be rules for operation and procedures will be methods for operation. All policies and procedures shall have a stated purpose.

X. Dissolution

In the event of church dissolution, all outstanding liabilities will be paid from church assets. After paid liabilities, all church assets will be given undesignated to the Oklahoma Baptist State Convention for the purpose of continued ministry. No member may financially profit from the dissolution of this church.
